Congressmen often don't have time to read the bills they're voting on. So they hire people to do it for them, specifically the Congressional Research Service. 'Course, it can take time to get through two thousand pages of legalese, especially when it's composed of stuff like "Modify paragraph 2005.G.17.iii.4.e by inserting 'not' before 'waived.'" So it can take a while to discover subtle stuff . . . such as Congress outlawing their own health coverage in place of a system that won't be set up for a few years.

Not that they'll miss any check-ups. The plan administrators know who's in charge and will make sure everyone who should be covered will be. But it's a lovely illustration of why I don't trust the government to tackle complex stuff.
